Substance Abuse Prevention Program

The Substance Abuse Prevention Program supports a comprehensive array of services targeting prevention of the abuse of alcohol, tobacco and other drugs (ATOD) throughout the commonwealth.

The program works with a variety of organizations and agencies to develop prevention policies, programs and services. It oversees a network of 14 Regional Prevention Centers across the state that provide technical assistance and training on evidence-based prevention strategies.

Kentucky's prevention system receives funding from the federal Center for Substance Abuse Prevention (CSAP), the U.S. Department of Education and the Kentucky General Assembly. The state bases its efforts on CSAP's six prevention strategies: information dissemination, education, alternatives, problem identification and referral, community-based process, and environmental change.

The Strategic Prevention Framework

The State Prevention Enhancement's (SPE) Evidenced Based Practices Workgroup has developed "Understanding the Strategic Prevention Framework" for your use.

One of the goals of the SPE grant is to bring the Strategic Prevention Framework (SPF) to scale in Kentucky. Although the SPF process is widely used by preventionists in the state, it is our goal to have the SPF process become widely used and accepted as normal practice.

The Evidenced Based Practices Workgroup encourages you to use the document below in your communities and with your coalition members as you see fit. It is an extremely useful tool to assist community members and those new to prevention in understanding the SPF. Our vision is that all will embrace the SPF process since we know it works.
