KY-Moms MATR (Maternal Assistance Towards Recovery) helps expectant Kentucky mothers who are at risk for using alcohol, tobacco and other drugs, to reduce harm to their children from their substance use, during and after pregnancy. This service is a collaboration between health departments, prenatal clinics and community mental health centers.

Three sections of the KY-Moms MATR program are used to assist expectant Kentucky mothers who are at risk for using alcohol, tobacco and other drugs: Community Outreach and Education, Substance Abuse Prevention, and Case Management services.

KY-Moms MATR specialists provide prevention education and service coordination to expectant mothers who want help for any one or more of the following reasons:

  • They would like to know more about having a healthy pregnancy.
  • They are concerned about the effects of alcohol, tobacco or other drugs on their baby.
  • They feel unsafe in a relationship or in their home.
  • They are having difficulty coping with their emotions or daily responsibilities.

Specific substance usage prevention services are designed to reduce the risk for substance use during pregnancy for all pregnant women. For high-risk or actively substance-using women, case management services are provided along with interventions intended to engage them in treatment services.

A primary focus of the case management service is to engage high-risk pregnant women in needed services, such as mental health and/or substance abuse treatment, domestic violence services, and smoking cessation programs.

These services assist the case manager in identifying and addressing the client's immediate needs as defined by the client (for example, housing, child care, financial assistance, employment or GED); encourage prenatal care and involvement in programs such as HANDS and WIC; and encourage abstinence from alcohol, tobacco and other drugs.

KY-Moms MATR specialists are available to meet with expectant mothers individually to find resources and support that help to reduce stress and risk factors during pregnancy. These resources and support may include the following things:

  • Financial resources.
  • Housing resources.
  • Nutritional information.
  • Transportation to medical appointments.
  • Help to stop using alcohol and other drugs.
  • Help to quit smoking.
  • Help to reduce anxiety or depression.

KY-Moms MATR services are currently being offered in 14 regions across the state. Each region offers services specific to the pregnant citizens of its communities.
