Previous Evaluations
For the first three years of the Early Childhood Mental Health Program (ECMH) implementation, REACH of Louisville, Inc. conducted annual descriptive evaluations of ECMH. These evaluations served as a statewide summary of program implementation and goal attainment. This effort was overseen by Robert J. Illback, PsyD.
The evaluations include information about the following things:
- Characteristics of children and families served by the program.
- Program implementation and program activities employed at the individual level.
- Group- and community-level interventions employed by ECMH Specialists.
- ECMH program implementation, successes and ongoing challenges.

Current Evaluation System
Since the initial descriptive studies of ECMH, the program has partnered with the Kentucky IMPACT Program Outcomes Management System (see Useful Links under Related Links) to collect data on child and family improvement, risk factors, stress, and other child- and family-level outcomes, as well as satisfaction and collaboration.
This system represents a complete revision and upgrade of a program evaluation system that had been in place since the inception of the IMPACT program in 1990.
The Department for Behavioral Health, Developmental and Intellectual Disabilities works with a contracted agent, the University of Kentucky Center on Drug and Alcohol Research, for implementation, monitoring and updating this system.
The system uses personal digital assistants (PDAs), and it pre-accommodates baseline and follow-up interview data on selected measures. More information about the system, and selected data, can be found at the link below.
